For Vanguard, you'll just have to cycle through the Charr areas.
For Asura, hit up Arbor Bay a ton of times.

Honestly, other than Norn farming with the "path to revelations" quest, books is the fastest way for the other allegiances. At least you get double reputation for them this weekend! WOOT!
There are several shortcuts to doing books fast if you learn them. I did 5 books in a week in HM to top off my titles on my ele and it didn't feel like a grind. Just got my Legendary Master of The North doing it!! TYVM 18 down, 12 to go!!1
Learn the tricks for each book "mission" and go ursan with a good line of damage dealers, healers and interrupt FTW.

I think what he meant to say was, except for path to revelations farming, you'll earn points faster with HM books at the standard rate (~12-14k/hr)* than you would by kill farming at double rate (~7-12k/hr)*.
*speeds may vary

Anywho, for Vanguard you can do Sacnoth Valley, for Asura there's always Magus stones, Norn would be the Path to Revelations quest in Varajar Fells, for Deldrimor, the Snowmans Secret Lair, or just HM dungeons in general.

This actually would be a good spot-there's a series of 5 or 6 bosses in the Charr fortress that you could farm similar to the Path of Revelations quest.

That is correct sir. HM books rule, but since they will not be doubled... probably an even break this weekend.
Path to Revelations for 3 more toons this weekend FTW
Can you feel the grind!?!

since i am 250 points from legendary master of the north (with 4 hm dungeons left),
20k from maxed vanguard titles and already maxed in all the other eotn titles.
I will be finishing my hm dungeon book and be happy about maxed vanguard without the need of grinding

If you can asuran farm HM and kill the boss, it can rake in 300~ points a minute. That's what I've been doing. I've even gotten the most insane drops from the boss:
